How does a determination deal with telling a claimant that the adjudicator has no jurisdiction?

There are many traps for claimants in serving payment claims and the most difficult to foresee are often jurisdictional issues relating to sections 7(2), 9(2), 10B and 14(4) of the Act. These have arisen in recent applications but have not been apparent until the adjudicator has accepted the nomination and commenced work.
The discussion will focus on the how the adjudicator should respond to these issues in the determination.
