Accredited Adjudicator - NSW Neil Turner has more than 30 years experience in the development, delivery and operation of major community infrastructure in both public and private sectors. Neil's prior roles include Managing Director EWT Pty Ltd; General Manager Tubemakers/Tyco Water; Director Water Services and Chief Engineer NSW Public Works; Director Development and Regional Director Sydney Water; Director CRC for Waste Management and Pollution Control; Director Environment Industry Development Network; Director Environment Business Australia. Earlier roles include Project Engineer, Project Manager, Regional Construction Manager and General Works Manager. Within these roles, Neil has managed the successful delivery of capital infrastructure programs of up to $400M pa including individual projects of over $300M. He has led the development and delivery of multi billion dollar Government programs for the provision of community infrastructure covering water supply, waste water management and recycling, coastal, estuary, floodplain and port management. Neil has managed programs and projects through the phases of community and government needs analysis and consultation, service delivery strategy development, concept development, value management, detailed design and delivery by a wide range of delivery options, contract formation, contract management (including dispute resolution), commissioning and post-commissioning review. Recent experience includes risk analysis and risk management for projects and Project Director for development and delivery of two large build own operate waste treatment facilities including management of head contracts with public sector clients, concept and detail design and design review, design and construct contracts, and a complex network of side and subsidiary agreements. Currently he provides strategic contract advice to a range of clients in Government and the construction industry including case and claims management in the full range of dispute resolution environments.
